Job Purpose & Scope:
Supervises and participates in the provision of quantity surveying services covering all commercial matters for project team in assigned company location. Includes evaluating work done on assigned contracts, reviewing, verifying interim payment proposals and preparing related payment certificates, ensuring proper administration of variations covering preparation of enquiries, reviewing and analyzing proposals, drafting management submissions and preparation of approved Variation Orders. Provides contracted related advice and control to minimize potential cost overrun and claim situations. Prepares monthly accrual reports and cash call forecasts to indicate status of progress, expenditure value to-date and forecast final cost of current contracts. Ensures that projects are implemented within the authorized budget and in full compliance with agreed contract terms and conditions.
Main Duties/Accountabilities:  
a.         Supervises and directs the activities of assigned personnel in the Quantity Surveying unit. Performs supervisory duties and exercises financial authority at the level established by management for the position.
b.         Represents Contracts section on  construction sites to monitor and provide contract related and cost control advice to COMPANY’s site representatives and other project personnel with respect to cost and contractual implications of changes in specifications during revisions, changes in site working conditions, etc. Ensures that COMPANY’s conditions of contract are fully adhered to and project expenditure remains within approved budget limits.
c.         Prepares monthly evaluation of work done on various contracts assigned to him in liaison with respective project team, based on approved rates as indicated in related contracts. Determines values of work done by conducting proposal measurements or by setting realistic project milestones for effecting payments.
 Main Duties/Accountabilities (Continue) :       
d.         Ensures that financial and contractual provisions of assigned contracts are interpreted and implemented correctly to protect the Company’s financial interests. Includes examining monthly payment proposals / invoices and related Payment Certificates and Variation Orders as applicable, to ensure conformity with contract’s terms and  conditions. Distributes costs to appropriate charge accounts, where applicable.
e.         Prepares and maintains a rolling three month cash flow forecast for assigned projects and updates monthly. Prepares monthly accrual returns on the status of progress achieved and value to-date for assigned construction contracts.
f.          Coordinates with site construction supervisors to maintain complete and up-to-date records of transport, construction plant, materials and manpower used on variations to be carried out on daywork basis. Evaluates and prepares Variation Orders ensuring that they are processed progressively and are fully substantiated, approved and registered before processing.
g.         Participates in the project kick off meeting with the successful bidder after contract award to discuss and agree project milestones and COMPANY procedures related to work measurement, progress reporting, preparation, payment processing, etc.  Attends site meetings and prepares related minutes detailing achieved progress, problems and outstanding items to ensure proper documentation of project status. Obtains COMPANY’s and contractors representatives approval of the minutes.
h.         Directs the activities of  “Contracted in“ quantity surveyors of various disciplines involved in the provision of QS services to various projects on short/long terms basis to ensure that COMPANY’s interests are protected and established procedures are observed correctly.
i.          Monitors contractors’ compliance with the contracts terms and conditions closely and alerts management and/or COMPANY site representative of corrective action to be taken to avert potential claims situation.
j.          Prepares contract close out and final accounts, includes carrying out final re- measurement of quantities (as applicable) using physical measurements or on the basis of “as built” drawings.
k.         Creates and maintains proper subject files for documents pertaining to claim situation raised by contractors to facilitate future analysis. Assists project and contract engineers/personnel in investigation and analysis of contractors’ claims and their settlements.
l.          Participates in the ongoing training and development of assigned UAE national employees.  Includes assessing employees training and development needs, preparing  structured development/familiarization programs, monitoring and reporting on employees progress, as required.
m.        Ensures that the Company’s health, safety and environmental policy is effectively implemented in all areas of work under his control and that corrective actions are taken when necessary. Develops safety plans and programs to ensure that all employees under him are competent to carry out their work and fully aware of all hazards. Evaluates impact of all activities under his responsibility on the environment and implements environment protection programs.
n.         Carries out other similar or related duties such as assisting in reviewing tender invitation documents, evaluation of bids received and preparation of construction contracts, providing cost data and preparing periodic and ad hoc reports on status of contracts in hand, etc
