First, find out why

The solution depends entirely on which of these applies, so identify the real cause first.
If the university won’t verify it
Because state HRD attestation relies on the university confirming the degree, an unresponsive university can stall everything. The workaround is often the SDM route, which the MEA accepts and which does not require direct university verification — provided your destination accepts SDM-based apostille. Confirm that before relying on it.
If it is a distance or online degree
Some destinations do not recognise distance, online or open-university degrees for legalisation. If that is your situation, check whether your programme is recognised by the UGC and the relevant distance-education body, and confirm acceptability with your destination employer or university before proceeding.
If it is only a photocopy
You cannot apostille a plain photocopy. Request a duplicate original or a certified copy from your university, then take that through the process.
If the institution is not recognised
