Step 1 — University genuineness verification
For many private, deemed and some state universities, the process begins with the institution itself confirming that the degree it issued is authentic. This pre-verification is increasingly required before state attestation and can take anywhere from a few days to several weeks depending on the university.
Step 2 — State HRD attestation
Next, the State Human Resource Development (HRD) department where the university is located attests the degree. HRD verifies the qualification with the issuing university and applies its seal. Because HRD cross-checks at source, this is often the most time-consuming stage — but it is also the backbone of the whole chain.
Step 3 — MEA attestation
The Ministry of External Affairs (MEA), Government of India, then attests the HRD-verified degree, confirming it for international use. The MEA does not re-verify the university; it relies on the state attestation beneath it, which is exactly why the HRD step cannot be skipped.
Step 4 — UAE Embassy attestation
Because the UAE is not a Hague Convention country, an apostille is not enough. The MEA-attested degree must then be legalised by the UAE Embassy or Consulate in India, which adds its own attestation.
Step 5 — UAE MOFA attestation
The final stamp comes from the UAE Ministry of Foreign Affairs and International Cooperation (MOFAIC), completed after the document reaches the UAE — often arranged by the employer. Only then is your degree considered fully attested and ready for your work permit or residence visa.
