The UAE is not a member of the Hague Apostille Convention, so all Indian documents need full consular legalisation: state-level verification, attestation by India’s Ministry of External Affairs (MEA), attestation by the UAE Embassy or Consulate in India, and finally attestation by the UAE Ministry of Foreign Affairs (MOFAIC) after the document reaches the UAE. Because these two documents are issued by different authorities and verified by different departments, they cannot always be processed in a single, combined application.

Why the timelines rarely match

HRD attestation is often the slowest link in the chain because state HRD departments verify directly with the issuing university, and turnaround varies widely from state to state. A marriage certificate routed through the Home Department or SDM usually moves faster. If you file both together and wait for one to catch up, you risk holding up the document that was actually ready. Running them in parallel, as two tracks, is almost always quicker.

  • Check whether your university requires prior genuineness verification — this is common for many private and deemed universities and adds time.
  • Keep clear photocopies and, where asked, original supporting documents (mark sheets for the degree; the original registrar-issued marriage certificate).
